John was born and raised in Grant County New Mexico and joined the Navy after graduating from University of New Mexico. He attended Naval flight school in Pensacola, Florida and retired as a Commander. He subsequently worked at White Sands Missile Range, where he was Executive Director of the Range Commanders Council.

John has been active in his community serving as a member of the Dona Ana County Redistricting Committee. He is married and has one daughter who is a Senior. at Mesilla Valley Christian Schools
